The Guidance related steps only appear if in Setup > Production Mode Features the Guidance features (Import a schedule for spatial guidance and Import or specify non-spacial guidance) are enabled.

Configuring Spatial Guidance Sets

Spatial Guidance Sets are collections of EOP surfaces. These are largely for organisational purposes only - all EOP surfaces are combined into a single collection when target periods are being assigned to blocks.
