Retard Curve

Use the Retard Curve page of the Truck Settings window to handle the speed going up and down ramps in lieu of the restrictions from Ramp Codes.

	Add retard curve entry.
	Delete the currently selected retard curve entry.
	Edit the currently selected retard curve entry.
